Controlled Substance Storage & Security

Please refer to Security Requirements for Practitioners section in the DEA Controlled Substance Security Manual concerning security and storage requirements for controlled substances.

Authorized user access to controlled substances should be kept to a minimum. A list of authorized users with access to controlled substances must be kept current.

Only a minimum amount of controlled substances should be stored.

Controlled substances should be stored in their original labeled container and separated from other chemicals or non-controlled drugs.

Controlled substances must be stored in a securely locked cabinet of substantial construction. A metal storage cabinet or small safe is preferred and is required for Schedule I controlled substances. The cabinet or safe must be bolted, strapped, or otherwise securely fastened to the floor or wall in such a way that it cannot be readily removed. 

The storage cabinet or safe must be securely locked at all times and only unlocked for removing or storing controlled substances. A wall mounted combination lock key storage unit is recommended to store keys when not in use. Access to the key storage unit is restricted to authorized users. 

The locks on storage rooms and cabinets must be reset or rekeyed if an authorized user resigns, is terminated, or a loss or theft is suspected.  Combination locks are preferred for this reason. Double locking is not required. Locks must be reset or rekeyed if keys are lost. Stolen keys must be reported to Department of Public Safety.

The controlled substance storage location must have minimal traffic flow and be locked when the registrants or authorized users are not present.

Portable storage boxes and outside laboratory corridor storage is not allowed.

Controlled substances requiring refrigeration (pentobarbital or secobarbital) may be stored in minimal amounts in a locked container securely fastened within a refrigeration unit. See diagram on UCUCA website.

Only authorized users are allowed to possess keys or combinations to the storage room and cabinet where controlled substances are stored.

The DEA and MDCH will make the final determination for necessary storage and security requirements during their application review.
